What is ABC?
ABC, or Animal Birth Control, refers to the sterilization and vaccination (against rabies) of stray dogs. It aims at reducing the dog population in a humane manner.
Sterilization surgeries refer to neutering (male dogs) or spaying (female dogs).
The Central Government has notified the Animal Birth Control Rules, 2023 vide G.S.R 193(E) dated 10th March, 2023 under the Prevention of Cruelty to Animal Act, 1960 and after superseding the Animal Birth Control (Dog) Rules, 2001.

Benefits of ABC
- Human rabies can be eliminated if there is no dog rabies.

- Dogs tend to be aggressive during the mating season, as they fight with other dogs and injure each other. It can be avoided when dogs are sterilised.
- It is easier to manage and care for stray dogs when their population declines.
- Less aggression, calm behavior, and fewer numbers make dogs friendly and harmless.
ABC will help reduce dog bites.
A report published in 2023 found that there were around 3,89,110 dog bites in the Mumbai Metropolitan Region (Mumbai, Thane, Palghar & Raigad) in January-June 2023, that is around 2161 dog bites daily! (The report also quoted Adv. D. R. Londhe, President, Utkarsh Global Foundation.)

Utkarsh ABC is unique. Apart from following the AWBI (Animal Welfare Board of India) guidelines, Utkarsh also undertakes the following procedures:
- Videography of the catching and releasing process to note and ensure the exact location
- 7-in-1 vaccination of the dogs at the time of admission to prevent viral infections
- Complete blood examination of the dogs before surgery
- Tying reflective radium collars to the dogs on their release to protect them from road accidents at night
